The fact is the technology for such a system is nothing new. Many of them are in operation, today, throughout the water industry. You probably have one, as well. It's your SCADA system.A BRIEF OVERVIEWThe acronym tells it all.

"SCADA" stands for "supervisory control and data acquisition." The SCADA system is essentially a distributed computer system that is used by operations and management for process monitoring and automation.As shown in Figure 1, the SCADA communication network is spread throughout the water distribution system. To accomplish this, the towns worked with JUB Engineers of Logan, who contracted with Intermountain Environmental (IEI), also of Logan, to install a scada system for water supply control and data-acquisition (SCADA) system to allow each town to view the status of their water system and control the interconnect system as needed.Each town has separate water sources, pump tanks, and distribution systems, so the challenge was to connect them in a way that would easily allow sharing of water.

Intermountain Environmental used the CR1000 Measurement and Control System (manufactured by Campbell Scientific) and VTScada software (by Trihedral) as the foundation for the SCADA system. The outcome was independent systems in each town.The systems connect with numerous sensors via a Campbell multiplexer to monitor parameters such as flow and pressure from water sources into tanks, flow and pressure from tanks into the towns, tank level, and flood conditions at the building housing the system.

The CR1000 uses a Campbell SDM-CD8S dc device controller to control pumps and valves, with each town controlling the valves to allow or disallow the water flowing to the other.VTScada allows the town water managers to view the status of pumps, water levels, and door and hatch alarms. The software can send out alarms, and allows users to access their system information and control devices over the Internet as if they were sitting at the main PC at the town hall.Each town received similar equipment and the systems are independent of each other.

The CR1000 was used as a remote terminal unit (RTU) at each site and also as the programmable logic controller (PLC) at each base station. The dataloggers communicate with each other using Campbell�s RF450 spread-spectrum radio. At each town hall there is a master station that consists of a CR1000 and an NL120 Ethernet interface.

LoggerNet and VTScada run on Windows 7 PCs and communicate with the CR1000 master unit over Ethernet connections.The system has been in operation since May of 2011. In total, these activities incorporate more than 1000 I/O points distributed across the city�s command and control center and numerous remote sites.�Currently, the SCADA system encompasses three large reservoir impounds, 14 reservoirs, and 20 pressure-reducing stations used to monitor more than 500 miles of distribution pipeline,� Pagakis said.Significantly, all of the monitoring and data acquisition functions are performed not by a single (or even multiple) central controllers, but by local I/O processors (or �brains�) distributed at pump stations and other points across the city�s infrastructure.

These brains communicate to I/O located on the same rack and perform functions normally reserved for an expensive PLC.For example, the brain takes valve readings from the analog input modules and performs scaling calculations to convert a voltage measurement into a percentage.

So, for a typical 4-20 mA analog input module, a measurement of 12 volts would result in a reading of 50%. To have this scaling and engineering unit conversion take place locally, at the I/O level, relieves the main controller from extra processing, while also providing control center personnel the convenience of being able to view and interpret easy-to-understand units of measure (i.e., percentages as opposed to voltages.)Distributing intelligence in this manner also provides a safeguard in case there�s an interruption in the operation of one of the main controllers.
